Six months later, a wave of new disclosures reveal the gift and show Musk&#8217;s money still flowing into politics, even as his alliance with Trump grows more strained.</p><h3><strong>What&#8217;s New</strong></h3><p>A Jan. 15 in-kind contribution from <strong>X Corp.</strong>, the social media company previously known as Twitter and owned by Musk, never appeared in any of the Trump inaugural committee&#8217;s original disclosure or in multiple amendments.</p><p>The donation only appeared in a <a href="https://www.documentcloud.org/documents/26037355-trump-vance-inaugural-committee-inc-post-inaugural-july-18-2025/">supplemental FEC filing</a> on July 18 &#8212; even as his tension with Trump escalated.</p><p>Musk gave $45 million to his own pro-Trump super PAC, <strong>America PAC</strong>, with contributions into at least late June.</p><p>But Musk didn&#8217;t just give to his own super PAC.</p><p>Despite a dramatic falling out with Trump after his departure from DOGE, Musk gave $5 million to Trump&#8217;s main super PAC, <strong>Make America Great Again Inc.</strong>, on June 27, according to new FEC filings first reported by <a href="https://www.politico.com/news/2025/07/31/elon-musk-donations-clf-slf-00487699">Politico</a>.</p><p>That same day, Musk poured another $10 million to the main super PACs backing House and Senate Republicans &#8212; with $5 million of that to <strong>Congressional Leadership Fund</strong>, which is aligned with House Republican leadership, and another $5 million to the allied <strong>Senate Leadership Fund</strong>.</p><p>Musk&#8217;s multimillion-dollar contributions made him the largest individual donor to both super PACs allied with congressional leadership during the first six months of 2025.</p><p class="button-wrapper" data-attrs="{&quot;url&quot;:&quot;https://www.influencebrief.com/subscribe?&quot;,&quot;text&quot;:&quot;Subscribe now&quot;,&quot;action&quot;:null,&quot;class&quot;:null}" data-component-name="ButtonCreateButton"><a class="button primary" href="https://www.influencebrief.com/subscribe?"><span>Subscribe now</span></a></p><h3><strong>The Inauguration&#8217;s Hidden Financiers</strong></h3><p>Musk&#8217;s contribution is just one example of how millions flowed into Trump&#8217;s inauguration with little transparency.</p><p>Other examples include:</p><ul><li><p><strong>The Tang Family Trust </strong>gave <a href="https://www.brennancenter.org/our-work/research-reports/million-dollar-donors-flooded-trumps-second-inauguration">$2 million</a>, making it one of the inauguration's top 10 donors.</p><ul><li><p>The trust has little public-facing presence, but the listed address matches the Beverly Hills home of Donald Wei Tang &#8212; CEO of fast fashion giant <strong><a href="https://www.newsweek.com/shein-temu-challenges-trump-tariffs-move-2106895">Shein</a></strong>, which has clashed with the Trump administration over tariffs and other issues.</p></li></ul></li><li><p><strong>Quantum Legal Consulting LLC</strong>, which gave $1 million, is linked to Blackwater founder <strong><a href="https://www.brennancenter.org/our-work/research-reports/million-dollar-donors-flooded-trumps-second-inauguration">Erik Prince</a></strong>.</p><ul><li><p>The limited liability company has little paper trail but incorporation records show it changed names just weeks before the contribution, and again after (more from me for the <a href="https://www.brennancenter.org/our-work/research-reports/million-dollar-donors-flooded-trumps-second-inauguration">Brennan Center</a>).</p></li></ul></li><li><p>A <a href="https://www.brennancenter.org/our-work/research-reports/million-dollar-donors-flooded-trumps-second-inauguration">$1 million donation</a> originally attributed to Wipfli LLP was quietly changed to <strong>Palantir CEO Alexander Karp</strong>, a change in one of the inauguration&#8217;s amendments first <a href="https://bsky.app/profile/mjbeckel.bsky.social/post/3lom6j7betk2g">spotted</a> by Issue One&#8217;s Michael Beckel.</p><ul><li><p>Since the inauguration, Karp has more openly embraced political giving &#8212; pouring more than $1.3 million into federal political committees in the first six months alone, according to new campaign finance reports first <a href="https://x.com/teddyschleifer/status/1951308800918467049">flagged</a> by New York Times&#8217; Teddy Schleifer.</p></li></ul></li><li><p><strong>Amazon</strong>&#8217;s lobbying disclosures revealed an extra $888,893.52 contribution to Trump&#8217;s inauguration that hasn&#8217;t appeared in any inaugural report (first reported by Dave Levinthal in <a href="https://www.notus.org/donald-trump/inauguration-committee-donation-discrepencies">NOTUS</a>).</p><ul><li><p>Similarly <strong>Microsoft</strong> reported donating $1 million but the inaugural committee has only acknowledged $750,000.</p></li></ul></li></ul><p>These gaps highlight how tens of millions flowed into Trump&#8217;s inauguration with limited transparency &#8212; and contributions went entirely unreported for several months.</p><p><strong>What to Watch</strong></p><p>&#128467;&#65039; <strong>More undisclosed donors?</strong> Trump&#8217;s inaugural committee quietly amended its <a href="https://www.documentcloud.org/documents/26038387-trump-vance-inaugural-committee-inc-post-inaugural-supplement-2025-july-31-2025/">disclosures</a> yet again on July 31.</p><p>&#128197; <strong>A major FEC deadline.</strong> Super PACs and political committees reported six months of fundraising and spending on July 31. This meeting was years in the making&#8212;and it didn&#8217;t come cheap.</p><p>Bukele has attracted criticism from a range of <a href="https://cristosal.org/ES/especial-el-silencio-no-es-opcion/">civil society organizations</a> and <a href="https://www.hrw.org/world-report/2024/country-chapters/el-salvador">rights groups</a> over claims of various <a href="https://archive.is/wip/DbM6G">abuses</a>, <a href="https://www.rollingstone.com/politics/politics-features/el-salvador-prisons-warning-americans-trump-1235309721/">extrajudicial killings</a>, and the alleged detainment of <a href="https://www.reuters.com/world/us/trump-meet-with-el-salvadors-president-amid-questions-over-deportations-2025-04-14/">thousands of people</a> <a href="https://www.aljazeera.com/news/2022/4/5/un-rights-office-raises-concerns-over-el-salvador-gang-crackdown">without due process</a> as part of a sweeping anti-gang <a href="https://elfaro.net/es/202302/el_salvador/26691/R%C3%A9gimen-de-Bukele-desarticula-a-las-pandillas-en-El-Salvador.htm">crackdown</a>.</p><p>Bukele denies the mounting <a href="https://archive.is/wip/DbM6G">human rights abuse allegations</a>, and he has gotten a boost from individuals in Trump&#8217;s inner circle.<a class="footnote-anchor" data-component-name="FootnoteAnchorToDOM" id="footnote-anchor-1" href="#footnote-1" target="_self">1</a></p><p>So how did the <a href="https://www.theguardian.com/world/2021/sep/26/naybib-bukele-el-salvador-president-coolest-dictator">self-described</a> "world's coolest dictator&#8221; win over so many in the MAGA movement and Trump&#8217;s inner circle? The answer may lie in lobbying.</p><p><strong>Bukele&#8217;s $1.5M Backchannel: </strong><a href="https://elfaro.net/es/202102/el_salvador/25236/Para-congraciarse-con-Biden-Bukele-depende-de-cabilderos-republicanos.htm">Damian Math&#237;as Merlo Denebardi</a>, a Bukele <a href="https://www.americasquarterly.org/article/letter-to-the-editor-a-bukele-aide-defends-the-security-crackdown/">advisor</a> who was a key <a href="https://elfaro.net/en/202407/el_salvador/27489/Bukele-Lobbyist-Received-$325000-in-Three-Months-to-Court-MAGA-Politicians.htm">architect</a> of El Salvador&#8217;s strategy to attract the Make America Great Again movement in the United States, <a href="https://efile.fara.gov/ords/fara/f?p=1235:20::::RP::&amp;cs=3ZMXdFj3wceFsuBFOLEWA6_f5OpzSahLbwik4lAjsYcPpeRowz95bbouj3Zlqi6uGZIWAHCPfnWpV6ZIR_viOQA">registered</a> with the U.S. Justice Department as foreign agent of El Salvador&#8217;s government in January 2022.</p><ul><li><p>Since the start of 2022, the Office of the President of El Salvador paid Merlo&#8217;s firm about <strong>$1.5 million for lobbying and influence operations</strong> targeting the U.S., an analysis of Foreign Agents Registration Act <a href="https://efile.fara.gov/ords/fara/f?p=1235:20::::RP::&amp;cs=3ZMXdFj3wceFsuBFOLEWA6_f5OpzSahLbwik4lAjsYcPpeRowz95bbouj3Zlqi6uGZIWAHCPfnWpV6ZIR_viOQA">filings</a> shows.</p></li><li><p>With strategic MAGA outreach and high-profile backchanneling, Bukele has turned a controversial strongman into &#8220;<a href="https://www.wsj.com/video/series/in-depth-features/el-salvador-president-nayib-bukeles-ties-to-trump-and-maga-explained/C1CA08D3-50F4-4C15-9097-0704191F935F">one of the biggest right-wing icons in the world</a>,&#8221; per the Wall Street Journal &#8212; all while dodging growing human rights allegations and media scrutiny.</p></li></ul><p class="button-wrapper" data-attrs="{&quot;url&quot;:&quot;https://www.influencebrief.com/subscribe?&quot;,&quot;text&quot;:&quot;Subscribe now&quot;,&quot;action&quot;:null,&quot;class&quot;:null}" data-component-name="ButtonCreateButton"><a class="button primary" href="https://www.influencebrief.com/subscribe?"><span>Subscribe now</span></a></p><p><strong>Courting Trumpworld</strong>: FARA records detail the role of Merlo&#8217;s firm Bukele courting a growing number of Trump allies, U.S. officials, and media figures.</p><ul><li><p>Merlo&#8217;s lobbying and influence campaign has involved direct outreach to Trump-aligned members of Congress &#8212; including <strong>House Speaker Mike Johnson</strong> (R-Louisiana), <strong>Rep.</strong> <strong>Matt Gaetz </strong>(R-Florida), <strong>Rep. Lou Correa</strong> (D-California), also attended Bukele&#8217;s inauguration last year and has had multiple contacts with Merlo&#8217;s firm.</p><ul><li><p>As top Democrat on the House Border Security and Enforcement Subcommittee, Correa has notably broken with his party on some issues, aligning himself with Bukele on immigration and anti-gang measures.</p></li></ul><p><strong>Crypto Connections: </strong>Trump and Bukele share a love for cryptocurrency, attracting buzz among crypto proponents ahead of the White House meeting, though the two leaders did not publicly discuss the issue.</p><ul><li><p>In March, Trump signed an <a href="https://www.thestreet.com/crypto/policy/trump-confirms-u-s-bitcoin-reserve-no-more-sales-of-seized-btc">executive order</a> to create a strategic <a href="https://www.thestreet.com/crypto/bitcoin">Bitcoin</a> reserve.</p></li><li><p>In 2021, Bukele went a step further by making El Salvador the first country in the world to introduce Bitcoin as legal tender.</p></li><li><p>Tether, the world&#8217;s largest stablecoin, also has a <a href="https://subscriber.politicopro.com/article/2023/02/tether-boosts-lobbying-presence-amid-stablecoin-push-00080878?source=email">history</a> of paying Merlo for lobbying through his corporate consulting firm.</p></li></ul><p><strong>Setting the Scene: </strong>Bukele&#8217;s White House <a href="https://www.reuters.com/world/us/trump-meet-with-el-salvadors-president-amid-questions-over-deportations-2025-04-14/">meeting</a> with Trump comes as the U.S. ramps up its deportations to the Central American nation.</p><ul><li><p>Bukele&#8217;s strategies have been seen as key in managing Central American migration, with U.S. lawmakers increasingly viewing him as a partner.</p></li><li><p>The Trump administration has sent <a href="https://www.axios.com/2025/04/07/report-migrants-salvadoran-mega-prison-no-record">hundreds of migrants</a> to the Salvadorian Center for Terrorism Confinement <a href="https://www.reuters.com/pictures/us-deports-more-alleged-gang-members-el-salvador-mega-prison-2025-04-14/">mega-prison</a>.</p></li><li><p>At the White House, Bukele <a href="https://www.axios.com/2025/04/14/nayib-bukele-kilmar-abrego-garcia-trump-deportation-return">claimed</a> he can't return Kilmar Abrego Garcia, a deported Maryland resident and Salvadorian national accused of being a member of MS-13.</p></li><li><p>The U.S. Supreme Court <a href="https://www.axios.com/2025/04/10/supreme-court-abrego-garcia-deported-maryland-el-salvador">ordered</a> the Trump administration to facilitate Abrego Garcia&#8217;s return but Attorney General Pam Bondi countered that El Salvador must facilitate Abrego Garcia&#8217;s return, clarifying that the country would need to &#8220;provide a plane."</p></li></ul><p><strong>Soft Power, Hard Cash: </strong>What&#8217;s playing out with Bukele is bigger than El Salvador &#8211; it&#8217;s a test case for how political branding, lobbying, and identity politics are transforming foreign relations.</p><ul><li><p>Embassies and press releases are just the start of the story.
